
DONNA BETHEA-MURPHY
Senior Vice President, Global Regulatory and Technology Policy
Donna Bethea-Murphy is Senior Vice President of Global Regulatory and Technology Policy for Viasat. In this capacity she leads the company’s domestic and international regulatory technology policy activities.
Ms. Bethea-Murphy was appointed by the United States government to serve as an expert advisor and Committee Member to the United States National Telecommunications and Information Administration’s (NTIA) Commerce Spectrum Management Advisory Committee (CSMAC) and Committee Member of the Federal Communications Commission (FCC) Technical Advisory Committee (TAC). She is Vice Chair of the International Telecommunication Union (ITU) Radiocommunication Sector Working Party 4B and is Chair of the ITU-R WP 4B subgroup on 5G & 6G Satellite Radio Interfaces. She also serves as the Vice Chair of the United States International Telecommunications Union Association (USITUA) Board and serves as Focal Point to the ITU/UNESCO Broadband Commission for Sustainable Development.
Preceding Viasat, she was Vice President of Regulatory for Iridium where she led the company's global regulatory activities, including those related to policy, standards, licensing, ITU and spectrum. She was previously appointed to the FCC’s Security, Reliability and Interoperability Council and served as Chair of the Working Group on Satellite Issues for Cybersecurity. Ms. Bethea-Murphy served as Vice Chair and Founding Member of the ITU Smart Sustainable Development Board.
She was previously Senior Director of Spectrum Policy at PanAmSat Corporation. Prior to joining PanAmSat, she was Director of Technology and Regulatory Affairs for AirTouch Communications, where she developed and implemented technical regulatory policy for terrestrial wireless services. Prior to her position at AirTouch, she was responsible for international and domestic spectrum and licensing policy at the FCC.
Ms. Bethea-Murphy holds a Bachelor of Science in Electrical Engineering from Clemson University.
